C: The storm itself didn't do the majority of the damage,it was the severely outdated levees that fail AFTER the worst of the storm was over and flooded the city. Harvey wasn't much of a hurricane, but that "small wind" sure did one hell of a number on Texas. Before Katrina most people completely ignored evacuation orders, just as you are wanting. Look how that turned out for the people who stayed in New Orleans.

You do realize hurricane deaths aren't actually totalled for days, if not longer, because they are still finding bodies. Yes, Dallas is big and has a few skyscrapers in its downtown, but it doesn't have nearly as many as NYC, where most of the city is tall buildings pretty close together. Sure, he could get around downtown, but not the entire city. Dallas has a grand total of 36 highrise (over 350 feet). NYC has over 6,400. Big difference.
