A quick perusing of Google found this to be incorrect. California currently has laws on the books specifying when to use chemical castration and they're not the only state that has tried it. Mostly it's used as a choice by the perpetrator in exchange for a lower prison time.

If it's important, they'll leave a message. There's a scam where they call from a local number, hang up quickly, then when you call back, the number is rerouted internationally and you get charged out the wazoo for making the call.
