Parents who want kids, but don't want them biologically, can go through the tests as well, and if they passed, will be "standby" parents. If a child is removed from their home due to mistreatment, they will immediately be given to a standby family because they've already been approved as stable parents and the kids won't have to spend the rest of their lives in orphanages
