I have a theory going that the new Pennywise is younger and less experienced than Currywise. I theorize that the new one has figured out how to prey and frighten the children, but is still learning on luring them in with trust. Currywise was arrogant and full of hubris: "I am eternal. I am the eater of worlds and of children!"
But this new one doesn't really play on his mysticality aspect, plus the turtle is never mentioned.
