I don't claim to know everything about Opportunity, but it doesn't look like they planned to get it back. The hardware required to get off Mars just wasn't included. Probably because it doesn't make sense. Why spend extra to get it back? Aside from putting it in a museum, there's not really much else you could do with it. I mean, sure you could reform it for another mission elsewhere, but it'd be easier and cheaper to just create a new rover.
