Any hair in a surgical environment can contaminate and cause an infection in someone recieving any type of surgery. If you see surgeons works you see that they wear scrubs and, for lack of better terms, shower caps.
I think this is a lovely idea. If it's just a regular check up, a cavity fill or something else that doesn't need surgery, there shouldn't be a problem. The dog isn't in the child's face, and even if there is hair that somehow makes it's way into the patient's mouth, it shouldn't be any worse than people kissing their dogs fur or something similar. The dentist doesn't even wear a hair net.
