I'm not sure that's quite true. Most villains have some kind of justification, goal, or cause that they fight for, but then there are the ones who've just said "heh, life's stressful, so I'm just going to release all inhibitions and destroy and murder and ravage whenever the randomness and chaos of my mind tells me to!" A villain without a cause can't be a hero, even to him/herself.
But you might commit that mass murder while thinking you are doing the right thing. The quote is saying that from your point of view you are the good guy but from the perspective of others you are evil. Its also talking about how you have to try and view the world from someone else's perspective to understand the actions of others.
