It's a GFI circuit in bathroom....he's got the neutral wired wrong.

don't know about there, but in australia, if this sort of work is not done by a licensed electrician, it is not only illegal, but not covered by insurance if it's the cause of a fire

Here people can do stuff like that themselves but a person has to come in and inspect it
