Those cultures used to dress respectably; Al Capone was always very well dressed. It's more to do with those cultures being idolized in low income environments. What we see today is a result of the snowball effect that is popularization.

Just like you have that picture with nice dressed black men, there were also shirtless barefoot black men back then, and just like you have those wanna be rappers in the other picture looking retarded there are loads of black men who look perfectly presentable today. What happened? Nothing. There are nicely dressed, intelligent, good black people then and now, and there are black people who happen to be idiots then and now. Just like every other race.
What happened was that everyone made excuses for bad and stupid actions by certain demographics. In the name of "fighting racism," people excused that cr@p as if they couldn't know any better or people couldn't have the same expecations of them as of others. So, who's the racist there?
