An incomplete perspective. They care more about their reputation than they do the students actually learning anything. Teachers get in trouble for refusing to pass students who have failed every test and skipped almost every class. Then the school board overrides the teacher and passes the student anyway because they don't want failing grades at their school. But those students then can't get anywhere with their lives because they expect a free pass on everything.
Lots of other states and even countries aren't uch better. The people in power want to make sure their kids are the ones in power, and they're not displaced by cleverer poor kids. What better way to do that than to make sure only their kids are smart enough to handle power?
