He can't get free healthcare outside of jail. He's already past the retirement age and I don't think anyone's there to support him. Going to jail is what he sees fit for him to survive. (See iccarus's coment below.)
I would hardly call it comfortable. The food is awful, it's just barely enough nutrition to get by. They live surrounded by bars. That doesn't sound comfortable. Yes, at least they're getting fed, but dont act liks they're getting high class treatment.
it's not the best living conditions no, but they get heat in winter, i know of some elderly that buy extra blankets cause they can't afford the heating expenses, live on food just as bad, skipping meals to make sure they have enough for the month, if they're sick, they have to pay for their medical. it's not high class, but in some ways it's better.
Ok wait, how could you get in jail for that? Like there's small claims court which takes cases that I believe are anything dealing with stuff under $2500 but even then there's that one amendment (can't remember lol) that says something like crimes under $20 are basically irrelevant and not to be punished greatly?? I think at least. And also I don't think he'd be in there long enough to get health care anyway if he was arrested.
