Japan is adding seeds to their newspapers so they can become plants again after use

People read newspapers in Japan I thought they were on the cutting edge of technology

I am very okay with this, in fact this is great

Wouldn't it be smarter to use non-seeded newspapers for mulch, and add the seeds OF THE PLANTS YOU WANT after the fact? To not have the seeds of a bunch of unwanted plants rendering the newspapers unusable for a garden?

In case y'alls care, it (basically, not literally for the sake of English soundingness) says "go green every day" on the 2nd picture.
