Unfortunately you don't want to remove the effects of heroine. Heroine is an opioid which is a pain killer, like morphine. And it bonds to pain receptors in much the same way as endorphins do

Eliminating the effects of methamphetamines would also remove the effects of decongestants.

No they'd be more-adult teeth. The question is, how would they even fit into the skull? A baby's skull shows the second set of teeth underneath, how would a third set of teeth even fit?

Technically yes. They could control not to have periods and theoretically stop the sperm from impregnating anything, but if they already are pregnant then they'd be pregnant
