Instagram models can make thousands of dollars in a week just because they have tons of followers and are photogenic...which is what modeling is. If they're making a living off it, then they're a legit model. Walking for fashion houses isn't the only definition of the word.

And instagram models need serious marketing skills to succeed, which regular models don't have to rely on so much.
