You're going to seriously try and equate actually exposing yourself to people to her changing? Plus, it's breasts. We shouldn't have to have people staring at them like this be such an issue but until female breasts are no longer sexualized, it will be an issue. If anyone is deliberately staring at you while changing, it's creepy I don't care who it is. Glancing at someone is one thing, watching them change - male or female - is creepy and should be dealt with. Even if you're not changing but just watching someone, it gets creepy watching them.
