Some people are just sick. Stephen Collins, the sad on 7th Heaven, admitted to his pregnant wife when they found out they were having a girl, he was relieved it wasn't a boy because he didn't think he'd be able to "resist putting his tiny penis in his mouth" personally I'd have divorced his ass then, rather than wait over a decade for him to molest teenage girls.
Exactly. He told her that, totally serious and unabashed, while she was pregnant. That should have sent up SO many red flags. And that was only one if the many times he apparently made such disturbing remarks, yet she still stayed with him for another 25 years.
At least he is aware that there is a reason for him to not do it and avoids something terrible even if he doesn't realize it's something wrong with him. He is trying to protect his daughter by choosing to not be in a situation where his mental issue could hurt her.
I'm not saying there's any reason why she be allowed in that house ever at all. I'm just saying that there is something to be said about the fact that he does at least have some semblance of love and care for his child even with being a sick broken human. He does want to protect her. He is taking the wrong route in the meaning that he should give her to a health minded family member and seek professional help but the fact should be pointed out that he isn't an evil creature he is just ill in the brain and possibly could be helped to the point of being ok.

Morals don't play into attraction seeing with the fact that it's not a choice. It's an issue of the mind and in this case professional help is something that could potentially help. A parent should not be sexual attracted to their child for biological reasons. A parent that is shouldn't act on that and should get the child in a safer situation preferably with someone that is still family for moral reasons. That's where the aspect of choice comes in.
