If it looks stupid but it works it isn't stupid?

If it works, it ain't stupid.

Personally I would say: AS LONG AS it works it’s probably not stupid.” Take the coat hanger on the muffler: if you throw that on your car on some deserted highway and it saves your butt with no real problems- genius. But if the wood catches on fire and burns your car down, suddenly it became stupid. It worked at first, but then it didn’t, and an obvious flaw was revealed. Something can be clever, but not “smart.” For instance, using the electric tool to mix batter is a clever use for it, but if you have a perfectly good mixer in the cabinet, it would probably be smarter to use that. So the other factor isn’t if it works, it’s if you had a better or easier way available and chose the less wise option. I would say these are more “ingenuitive” or “resourceful” than smart per se.
