This probably happened. It is so hard to try to get someone's affairs in order after they pass. I had a very similar discussion with the billing department at the hospital my father died at. They wouldn't even talk to me at first about the bill and kept saying they had to talk to him directly since he was the responsible party. All I could say was well good luck with that.
