Ok I've watched this shit unfold so this is how it happened:
It started with an episode of scooby doo where Shaggy was hypnotized or something like that to react to the word "bad"
The word was said and he kicked the ass of an entire biker gang
Then people put anime sounds to make it seem like shaggy went ultra instinct from DBZ

Then someone took screenshots of the first Scooby Doo movie and made it look like the gang was being interviewed about Shaggy and how they talked about how super powerful he was.
Then more people joked how Shaggy wasnt even in his final form that led to the common "hes not even using 1% of his power" memes and that's how we ended up with the current Shaggy meme
