I have been slapped and kicked, in public by a an ex gf because she thought I was cheating on her.
Not only was I not cheating on her, and she could find no proof to support it, but she slapped and even kicked repeatedly. Not one person told her to stop, no one jumped in to help, and a couple of people even laughed, and I just had to stand there and take knowing that if I so much as raised my hand to defend myself, those people would be jumping in playing the hero card.
Now reverse the roles, let's say I believed she cheated on me, and provided no evidence and then just started slapping the shit out of her, how many seconds before someone jumps in? Probably 10 at most, and I'd probably get charged with assault, or one of the bystanders would beat the shit out of me...
Tell me how that's fair...

Don't forget, the law runs on an 'innocent until prove guilty basis', so even if you do get caught up in a riot, if you don't smash stuff, and do t participate, you won't be tried as an agressors, however, if for instance there's CCTV or bodycam footage of you throwing bricks at windows, you should pay the fine

It just helps the state, or possibly individual companies (depending on where the fines go) recover a little easier
