My neighbor was charged by the government for collecting rain water in a barrel for watering plants. They said it was government water and it didn't belong to her, even though it fell on her property. This isn't a joke.
I am puzzled. Chocolatefeces is getting lots of up votes. Does that mean that at least 13 other people have neighbors that have been charged by some government for stealing rainwater? Does nobody want to say which governments these are?

I think the word "progress" refers more to the advanced buildings, infrastructure, technology, science, agriculture, health, education, politics, etc. Things that neither the red nor black man had before the whites brought it to them. Not making any value judgments, that's just how out happened.
