Its not pronounced fish its pronounced "gotee" because they're only pronounced that way if they're in an actuall word ie-gh still G, only F at end of word, and Ti is only at the last syllable of a word.
And they're wrong. Even legally you can make up a word and give it any pronunciation you want. Saying "ghoti" and "fish" are homonyms is, while technically accurate as that word has no concrete pronunciation, stupid, and only funny to stupid people.
