Funny thing. Puerto Rico is not in the USA, but is still under Federal Rule by the US Government, and in fact is the only place under that rule that refused to change it's legal drinking age to 21 (States and countries under federal rule have their highway budget cut if they don't enforce a minimum age of 21)
So they can, but have decided to wait or something?
