There are several reasons:
Children with mental health issues, or those not naturally gifted with social skills, or have some sort of attention span limitation are consistently placed on bad colors. They do not learn how to control their behavior-it is just tracked and stress kids out.
This leas to a some children being considered the "bad kids" in the class and not only do they not learn anything from this system, as a more individualized approach is needed, but they also are publicly humiliated on a regular basis. Their short comings are displayed to the world an they may not have the tools to fix their behavior
Young children are highly susceptible to criticism an this system punishes an does not reinforce good behavior. Instead we should look towards talking with students privately, talking with parents, using positive discipline, building a culture of community and using a social skills/behavior curriculum-all of which are supported by child mental health professionals.
I disagree with the first part, but agree with the last part. Luckily, all those things you mentioned were part of my classes, as well. :D

Ooo! I got this. Okay.
So, there's three cards (this is the way I was taught), everyone starts out on green. If you misbehave once, you flip one of your cards, (going to yellow), and if you're /really/ bad, you go to red (a call home/ a note to your parents).

Oh, okay. It looked each had a handful of cards and I thought it was sonething like each kid got a certain color each day. Thanks for clearing it up!
So, this class has 4 meh kids and 1 trouble kid? And after the red, and your parents are called you get green again and get to start over? Or you go to yellow?
My worst nightmare was when I went to private school, we had five cards. Green, yellow, red, deep red, and black. Once, I got to black because I talked back or something and I just cried. And I was in kindergarten. Never going back to Crown Charter for as long as I live.
Oh God, before I read the comments, this is what I thought those cards meant...
It says at the top "How Am I Doing", right? So I figured they meant how the kids are feeling, inside. Like... they come to school and before class they can choose a card:
Green - I'm in a really good mood!
Yellow - I'm alright, maybe a little tired or anxious or something...
Red - I'm mad as f*ck, anyone who comes near me will be sent straight to hell.

when i was in school, it was for your behavior; like if you play during class you will have pull a card.
we had 4 cards:
green: you're okay
yellow: one warning
orange: two warnings, phone call
red: you are in deep, deep, deep, deep trouble

It would be a good idea to have that like you thought it was with people's feelings though...so the teacher knows how hard to push the class without making them mad or losing them completly.

I went from green to yellow
Our theatre class, might I add, is 8th grade and up
And now they just got to middle school
While I'm in high school
