The meme is directed at all men. That is evident in the phrasing. By not speaking up, I allow myself to be considered part of the problem.
A lack of dissenting voice would also allow the impression that men don't have a defense, or allow for the impression that the majority of us are the problem, rather than the minority.

I'm assuming you don't believe all men need drastic explanations like this in order to be sure what's cool to say or do and what isn't. Because these are the men this is aimed at, otherwise it wouldn't make sense. You're right, most men don't need to imagine themselves as likely potential rape-victim to instinctly know the difference between cool and creepy. So no, I'm sure this is not about you. I don't think the substantial strength of an argument is influenced by the degree of politeness it's served at. That would be important for the success of an argument, which is not the same.
