Well this is a chain lock, which typically aren't designed to be open from both sides of the door. Presumably it's on the inside (unless people are being locked IN that apartment, which is much more worrisome), so unless someone else is in the apartment already, or they snuck out the window, it would never be locked.

If they didn't sneak out the window, chances are they'd hear your drunk ass calling, and if they DID sneak out, there wouldn't be much way for you to get in shy of breaking the door, regardless of your current sobriety level
