I just straight out telling them "I'm broke so you're paying" before we go out and go for that "come with me, I'm paying" another time.

I think whoever asked the other person out should have to pay. If the guy ask girl out he should pay if the girl ask the guy out she should pay. Unless one of them says I'll pay you know like they offer to do it then whoever asked the other person out they should pay. I mean they are the ones going up to this person and said hey do you want to go somewhere with me?
The other person wasn't expecting it why should they be it wasn't their idea to go out.
