The war Doctor is the owner of that small house by the river that's starting to get run down, but they're never there.

Why is 12 "The old man next door who's beginning to go senile" I love his portrayal of midlife crisis, and how his character is out of tune with his looks. It's amazing!

The "beginning to g senile" is more in reference to the over-all state of the writing of the show, and CONSIDERABLY less to do with Capaldi's acting skills. He killed the role, even as the writing started to go a touch iffy.
