No, water expands when freezing, so if you put a water bottle full to the brim on the freezer it can definitely explode (plastic bottles tend to be able to expand a little, so it's not a guarantee).
^ either water bottles do explode, or *I* possess a latent ability to explode water bottles. I need to know which it is, because if it's the second one I gotta find out about this letter from Hogwarts stuff
