While that’s true. I don’t think this meme is being used to decide the course of action. The course of action was already decided. The meme is being used as quick story telling as such there isn’t enough information to discuss anything except basic political leanings.
Govt spent $15M of everyone's (referring to taxpayers only) money to install 600 septic systems at $25,000 avg, to help "everyone" (referring to general public and environment).
