some jails are in remote areas, i'm sure some get released without anyone to pick them up, what are they supposed to do, walk?

I'm not sure. I don't like the idea of paying for a criminals taxi however I believe once you serve your time you shouldn't be treated like a criminal. This is something to think about.

I agree but I would mark that as a separate issue. Declaring someone rehabilitated versus served is a judgement call and giving or witholding transportation seems like a small detail.
