I was about to comment on the suitability of your username
Then I saw the title

I vaguely remember these things as a kid. I remember running and jumping on top of them but not actually sitting. Hmm I'm pretty there were a lot more things we did as kids that should've killed us by now.

We had bushes planted in front of our and were not allowed near it.

I sat on many of those as a kid. I also jumped on, off, and used them as platforms to launch myself doing various things.

These are all around my apartment complex and people are always sitting on them. I won't let my son touch them. I never really knew why, I just had a sense that a giant box with something to do with electricity was best left alone.

I don’t think they are prone to exploding, considering they are all over American neighborhoods, “WOW did you catch the local news? Another 5 transformer boxes blow up” Said no one ever. No, they don’t explode. I don’t know about electrocuting people either, not hearing much about those in the news, considering the boxes are literally on the ground, thus, ‘grounded’.
I’m not an expert, just a causal observer of life and society.
