Unless you are doing Roza, you can drink water in pretty much all fasts, religious or not, in fact it is appreciated.
And if you are doing Roza, then drink a lot of water before you start your fast. So that you are not dehydrated throughout the day.
Doesn't salt dehydrate, though? It's good for the functioning of the nervous system but you shouldn't consume too much of it either.
As for water intake, I too am guilty of drinking too little. I just don't feel thirsty and just sorta remember at the end of the day that I didn't drink almost anything the whole day. Then again I eat a lot of soups so that might in theory counteract it.
