this isn't as bad as it sounds, they're hoping they will choose a location where their family and support are, so they get help and not living on the streets.
that being said, there used to be this homeless man sitting out on the street near my work. would throw insults and be abusive towards people if they parked in front of him. The local business tried to help him, he had a sister in Brisbane, they offered to buy him a ticket to go there, he accepted, but went to Adelaide instead.
