If someone threatens another person with violence, do you cut out their tongue? If someone punches someone, do you cut off their hand? If someone knowingly trespasses, do you cut off their legs? If someone stalks someone, do you cut out their eyes?

That's different. That's a choice the person has. Not forcing it on them.

If a murderer strangles someone, would you consider it cruel or unusual to cut off their arms?

It's up to legal experts and federal courts. Not "someone else." You'd be hard pressed to find a court that wouldn't consider this cruel or unusual. Regardless of whether or not if the judge would agree with the punishment, a judge's job is to remove their personal belief on a matter and determine whether or not it actually follows the Constitution. And this would definitely fall under "unusual" punishment and I think if one were to think it wasn't; they haven't properly removed their personal beliefs from the situation.
