When you have that mind set, that's all you look for. If you walk into a workplace or some other setting thinking "People will stare at my boobs" or "People will look down on me because I am a female" that's all you will look for, that's what your brain will tell you is happening. Maybe they were smiling "creepily". Maybe they weren't. Following is quite an extreme, and I'm surprised you mentioned that someone would have been followed after being smiled at. It's true, none of us know the "full story", but maybe this *is* the full story. It's all I've ever seen, anyway :/
