Not really. Scummy people act based on the people around them. It might be a mostly black neighborhood or it might not. You dont have to bring race into everything. It doesnt really matter if they fall into stereotypes anyway, scum is scum and thats all there is

German, I specified black people because the culture that made that scum was a culture made by black people, for black people. It creates something that can only be cloned by Central American rap music(in America).
