If someone could crunch some numbers (bc I have no clue where to search in all of this bc I am dumb), how much would it cost to get someone from portugal Canadian Citizenship, and to fly them from portugal to canada?

I don't know much about this, but I think fees are somewhat dependant on the status and situation of the person applying.

I'm not sure if this is helpful or not.
Flights, similarly, would be dependant on where in Portugal the person is flying FROM, the date they want to leave, and the time/class they're willing to seat in. According to google, there is an airport in Woodstock (or the vicinity) called the Woodstock Aerodrome. Just as a test I tried from Lisbon to Woodstock on September 30th on expedia, and the cheapest flight offered was around $1200 Canadian, some reached about double that.

Johnny may be able to answer your questions, I'm not sure, but if not then hopefully this is at least a start to muddling through the issue
