The law proposal had nothing to do with it. They just proposed removing jail sentence for guys who got married to girls below 17 and became parents with the said women, since they had children together and would hurt the kids future. This is given there is consent of the mother. Today under the current laws fathers would go to jail unconditionally. Read before you spread what you heard from media ignorantly.

The idea is being realistic. People have a threshold for being good just to be good and that treshold is convenience, beyond that human nature falls back on asshole mode. Thinking otherwise is at best naive. After this point a consequence like a reward or a punishment comes in handy.
