Not exactly because when Hans was taken back to his kingdom, another Duke or person with authority took responsibility of him and not his family or relative (maybe) which as you suggest would be Rapunzel and Eugene.
Also to have 13 grown men as kids would only work with parents in their 40s or 50s. and we saw Rapunzel and Eugene relatively older but not by alot in comparison to their movie.
