THAT IS NOT TRUE! Maybe in a certain region or a certain park, but not in the whole Romania, that's for sure. Believe me, i live there (though i'm not from Romania).

Actually, he is right, the title is wrong, it is the other way around, red is right-hand and blue is left-hand.

Actually, to live in Capitoliu it's not that bad. You just have to be a spoiled brat that go to a different ceremony every day and once a year you watch the coolest show ever(in Capitoliu's opinion): The Hunger Games. To live in the districts, well, that's not so good, mildly saying.
