They definitely can. They don't need the epidermis, but the dermis and hypodermis can be used because they're the cell-growing parts of it. All they need to do is keep it from keratinizing for a while and they can grow sheets of skin.
It can actually be more healthy :/ Apparently the foreskin can become a sack that holds germs and gunk. Circumcision removes a technically unnecessary skin that can be used, especially from babies, as life-saving skin grafts. And I say especially from babies because they are quickly growing and fresh from the stem cell growth phase, so they are much quicker to repair damages like cuts and burns.
