As a non-native speaker I wonder: does the name Dick really stand on a birth certificate or is it alway Richard? Cause in the latter case, it would be pretty much up to him to call himself Dick, no?

Dick is a nickname for Richard, but it is also an old name (just like how Bill is a nickname for William and its own name). It could go either way.
