They are notes for the rally stage that indicate upcoming turns, bumps, dips etc along with the severity of each of those obstacles. They are read out by the navigator as the driver races the course so the driver can anticipate them. It all happens at an insane pace and the notes are basically their own language.
In rally you drive once along a route, instead of multiple laps where you can memorise the corners, so the co-driver makes notes (before the race) about the distance between corners and the approximate speed that the driver can handle. They will also include warnings on track, like if there is a ditch inside the corner, don't cut it too close, or if there is a water crossing.
Mark Fisher died in a helicopter crash which his father was piloting. He was in his late 20. I believe his whole family was in the helicopter, some of them survived.
All of it, the spelling of the name is misleading, there was a rally driver called Mark Fisher (without the c) but he was described as "up and coming" rather than being at the top of his game in a real article on his death at 27, as someone above posted he died in a helicopter crash. The man in the photo isn't even Mark Fisher, couldn't find who he actually is as this article is so prolific but it was originally posted on a joke news site called newsbiscuit.
