Okay so you're at a public pool and you use your towel a few times while you've been there. You wash the chlorine out of your hair before you change but only have a slightly damp towel to dry off with. Therefore you aren't completely dry before changing... or you're just in a rush and do a half ass job drying off!

Ooh ok I could see that. I've never been to a public pool, or shower, or really anywhere I couldn't dry off properly :/
