Apparently it's actually pretty cheap when you factor in how much money the Empire has at it's disposal.

i don't know what they are talking about. once you build it, the rest should be self sustainable. this is the future so it isn't hard to imagine some way it acts like a solar panel, then the main power is nuclear. i would assume the people would live there and work as a means of survival. there is probably a farm system that grows the food. i mean the thing is a planet. there has to be some internal economy just like we have one in each country. farmers, processors, transporters. it wouldn't cause anything per day. it just doesn't make sense that people would be hired to work it and for and supplies to shipped in.

The flaw in your "future" theory is this was built "a long time ago..". But I agree, fusion power, oxygen replenishment, slave labor, and it can travel to planets to resupply food, recycle water... payroll is biggest cost and you sell food to troops..
