Isn't the question grammatically incorrect? Shouldn't it be, "when the batteries ARE dead..."?

No, because in most standard cars there is only one car battery

fair enough. I think I say "batteries" in a plural form more often. It's colloquial.
Like, instead of, "The toy needs one AAA battery", I'll say, "The toy needs AAA batteries." That's my thing.
