I agree. Unfortuately depending on where you live a fence like that would "bring down the property value" and you could get fined. My mom had a car with a flat tire sitting in her driveway and her crackhead neighbor wanted to buy it. She said no so he called the city complaining about a broken down car. Some official came out and ticketed my mom because of the flat tire and because the car had a couple cobwebs. She said "the car still runs" and the guy told her it looked like trash and was bringing down the property value. With 2 drug dealing neighbors and a rundown abandoned house across the street I doubt the car had any effect on value.
Yes and no. My mom lived in a regular neighborhood, no HOA It was pretty trashy and people got fined for weird random sh*t. Bad fencing, cars, "your garbage can isn't in the right place". It was like the city was just out for $$$
