Nothing is impossible, only degrees of improbable or impractical to devote resources to in light of other studies. Alchemists sought to turn common materials to gold for much of human history until science pushed the pursuit to quackery. In the 20th century we discovered how to turn bismuth and other materials into gold. The idea of human flight was once fantasy, until people started asking why it was impossible, and we possessed the knowledge to work around those issues. Now civilians are going in to space in the span of a lifetime from the first space launches. What is impossible today may we'll be possible tomorrow. That said a Godzilla is highly improbable to ever be worth the resources to research or create, and is very improbable- but possible. Progress isn't about what can't be done but asking "why not" and pursuing ideas of value.
He'd have to have multiple smaller brains along his spine, specifically at his hips, otherwise it really is impossible... his neurons would take too long to travel back to his head otherwise.
