This used to be the right of passage on funsubstance. Guests were not allowed to make an account unless an account holder told them they should or unless you could make one to fit a joke. Technically nothing enforced this asside from tradition so nothing stopped people from just making accounts. Was fun times tho. Most of those people are gone now though
